So, the One Piece Gangster has quite a few abilities under his belt. Some of them are easy to figure out, but some are harder. I did the best I could below (didn't have the wherewithal to actually put down what they do, but the Effects and Modifiers should give an idea), but I'd appreciate some comments, critiques, and insight on how *YOU* would do it.
