Rarely seen without a smile, Toga has an extremely effervescent personality, which contrasts greatly with her casual sadism.. However, when she "becomes bored", her voice and features become stoic and flat. In combat, she maintains her cheerful demeanor and uses her flexibility and agility to attack and evade.
Physical Description:
Toga is a young, blonde girl with a lithe, athletic build and yellow, snake-like eyes. At sixteen years old, it's easy for others to see her as just a "kid", especially combined with her 157 cm height, school uniform, and childlike mannerisms. When she smiles, her elongated canines are readily apparent to all.
Character History:
Himiko Toga was born sixteen years ago, in one of the many suburbs surrounding Arcadia. The youngest of five daughters born to a used car salesman and his stay-at-home wife, for her first four years, she seemed to be a perfectly normal little girl. Not long after her fourth birthday, she found a deceased bird covered in blood while playing in the backyard.
Until this moment, Himiko hadn't paid much mind to any living thing, least of all birds. In fact, very little had ever managed to elicit a true smile from her. Early on in life, she'd learned that faking emotions was far easier than trying to have them naturally, and that pretending to be a "normal" girl kept her parents and siblings from hassling her all day. But, seeing the corpse in front of her, Toga finally felt the first sincere emotion of her life: happiness and adoration.
Finding the dead animal cute and adorable, she could not help but to smile widely as she discovered it behind a shrub. It was far more interesting and joy-bringing in death than it ever had been in life. Almost without thinking, she moved closer to it, first kneeling beside the body, then leaning down over it. Her eyes took in ever detail, from the glaze of its eyes, to the still glisten of the blood splattering its feathers. The latter truly entranced the girl and she couldn't help but to extend her tongue and try some.
Later, wanting to share her joy with her parents and make them happy, Toga presented the dead bird to them with a bloody smile. You can imagine how they reacted to the "present" their daughter had brought them. Worried how society would view their daughter and how that would reflect on them as parents, the two quickly sent the girl away to a "place that would help her."
For her part, Himiko couldn't understand why there were so upset. She had finally felt real emotion! Why weren't they just as happy as she? Well… she found out soon enough. The institute she was sent to was far from gentle with its "treatment". She struggled and tried to explain herself while the voltage ravaged her body, or the water filled her lungs, and eventually she just stopped trying. Just as she did when she was young, Himiko would be the girl they wanted her to be on the outside.
Eight years later, she was pronounced "cured" and released back into her parents' care. And, truly and honestly, she really did try to be the daughter they wanted her to be, both for their approval and to keep from having to go back to that place. For two years she kept up the facade, but she never forgot that fleeting moment of happiness she had as a child.
Now in middle school, she was considered to be a very bright and friendly girl by her classmates and teachers, until she was found drinking the blood of a boy named Saito that she fell "in love" with after he had scraped his knee playing with his friends. Knowing that if her parents found out what had happened, she would be sent back to the institute, Himiko hatched a plan. She hid the note the school had sent home with her, and as soon as she got home she offered to cook dinner for her family.
It was a lovely meal, and her parents and older siblings were quite happy and proud of her. That is, until they discovered that they were unable to move. Toga smiled widely, true joy filling her once again, as she approached them with a chef's knife still smeared with the remnants of the meal. A meal laced with a paralytic she'd managed to smuggle out of that hell-hole her they had left her in for all those years.
Hours later, Himiko left behind her childhood home and the nearly-unrecognizable corpses of the six people she had once called her family, her belly full of blood. This was when she first discovered her unique ability to transform into those whose blood she had consumed. Toga had never felt closer to her family than when she shifted into them, and she was eager to learn more about this power and more eager to experience the joy of pain and death once more.

Toga has the ability to physically transform into other people, but only after having drank a quantity of their blood in the past eight hours. Moreover, there's a direct correlation between the length of her transformation and the amount she has consumed. A few drops will only give her a handful of seconds in their form, while a pint will allow her to remain transformed for the entire eight hour period.

She carried around a dozen of these blades, and must retrieve or replenish her supply if they are lost, thrown, or otherwise removed from her possession.
