We did consider both! One of the problems is that because they're both so freeform that you'd easily be able to piece together a ton of limited modifiers or various degrees of feedback to make something infinitely reducible.Just out of curiosity, what is the reasoning behind not being able to stack the limited modifier? I feel like I'd be gimping myself by picking abilities that are heavily limited in their applications.
In the same vein have you considered adding levels of severity to the side effect mod? If I had a move that burned my hands I'd get the same deduction that a move which sacrifices an entire limb would get. Seems like there is little benefit beyond writing fodder for having serious side effects.
