Sauron shoots someone with a beam from his crystal staff that turns them into a dinosaur man hybrid that's the same size as they were before. The recipient will, hopefully, gain claws, fangs, spikes, various things with which to attack physically along with scaly hides, armor plates, bony protrusions to protect against attacks. Attacks from their new superior form cause heavy bleeding due to their sharpness. It takes about a minute for these effects to take effect, and they can only be given to others, as Sauron cannot take these abilities for himself, and he would not expect to, given the instability of these transformations.
The chaos is that I'll be rolling two d5's (d10 divided by 2 round up) to determine what actually goes through, could be lucky could be unlucky, I will actually post photos of the dice rolls.

Character History:
Before Sauron was a dinosaur man, he was just a normal human child visiting an Aztecan temple with his father when he was attacked by pterodactyl demons. As they were attacking him, radiation from glowing green rocks fused their DNA with his, giving him the power to drain life force and transformed him into a dinosaur man. Realizing that he was always evil, he named himself after Sauron from Lord of the Rings and set off to do battle against the X-Men, for reasons.
After being defeated by the X-Men, he went to the Savage Lands where he found crystals that could turn people into dinosaurs, studying these clearly scientific crystals, he realized his ultimate goal. To turn everyone into dinosaurs. Teaming up with Stegron, a stegosaurus man who could control dinosaurs with his mind, he absorbed from him the power of controlling dinosaurs with his mind, allowing him to actually command the dinosaur men that he was making and they wouldn't turn against him. He's not a smart man.
