Buu is simple, child-like and happy. He is very temperamental and loses his cool reasonably fast. He can be tricked easily but once he's mad, he usually doesn't settle down until he's fought and beaten the one that made him angry.

Buu has been spurred on by Babidi to show his power, so he's eager to fight. Maybe not to the death necessarily - he is easy to fool - so those with a sharp tongue may de-escalate the situation.

On weaker opponents (namely NPCs) or those weak enough for Buu to finish off, the transformation is usually the end of them – Buu will quite literally eat them.
In battle however, it acts more of a dampener of the target’s abilities, stopping them from moving as quickly or wielding a weapon as skillfully. However, even if turned into a cookie, the target can still battle. Also, the magic isn’t stable in the Crossroads, and eventually the target will revert to their normal state.
