Character Behavior:
Above all, Kothuntakh is isolated. Aside from a few who would share his philosophy, he will not engage with anyone in a way other than forcing them to obey, using them for a plan somehow, or fighting them.
When he finds out more about Multerra, he will want to take most of it over and find the master race to put his people's minds in. Willing to ally with those who share similar views, wants to experiment with deadening magic, the Warp, and souls. Willing to let his vassals and puppet states have some autonomy as long as they don't interfere with his plan. Does genuinely want his people to have nice lives, and will even let a lot of his vassal peoples live fairly comfy ones too. However, if he comes across a place that he deems as too anomalous (such as Nos'Talgia), he will want to wipe out the whole population and make it into a Tomb World.
His lord status ironically makes him better suited to the strategic landscape of Multerra, since he only had control over a few planets in life.
Sacrifice some populations in the name of the C'tan by extracting their souls, and putting them in temples/weapons.
Will usually not fight lesser principalities and go for threats and major powers first.
Kills Eldar or those who are at risk of being tainted by Chaos on sight or later if it's not possible then.
It is those like him he hates the most. He sees schemers and genocidal warlords without the protection from Chaos he has as damned.

Character History:
Kothuntakh of the minor Zo dynasty was always one for tradition. Inheriting several planets owed to him, he always let its residents carry out every dark rite their forebears cursed them with the knowledge of and mourn for their dead with no recompense. Their species's weak souls and obedience to their leaders made them hard for Chaos and other Warp creatures to subvert.
When the Necrontyr met the Eldar and the Old Ones, the alliance lasted for a surprisingly long time, given all of their vastly different philosophies. But eventually, the long-suffering aliens looked upon the Old Ones and their creations with jealousy and rage because of their peaceful, eternal lives. When they refused to extend the courtesy of altering Necrontyr biology to finally break from the self-destructive natures that defined their civilization, a great War in Heaven raged for many years. The Old Ones lost after the Necrontyr were turned into the evil Necron robots by other aliens who were formerly viewed as their gods, the C'tan.
Kothuntakh's life was never affected that much by the War until he and his people were turned into Necrons. Afterwards, he was seen too mad, even for the depravity of the Necron nobles who still had their consciousness. He still worshiped the C'tan, the aliens who the rest of their species shattered for their treachery. But even he wasn't mad enough to face a galaxy filled with civilizations that hated the Necrons for their war, so he activated the protocol to turn his worlds into a crypt that would only awake when the dying stars nearby align in the right way.
However, before he woke, he was taken to Multerra with broken circuitry that interfered with his vast range of abilities. With a Tesseract Labyrinth containing his subjects' minds, he now seeks the perfect set of beings to insert them into.
